ന്യൂനപക്ഷവിദ്യാര്‍ഥികള്‍ക്ക് സ്‌കൂള്‍വിദ്യാഭ്യാസത്തിനുശേഷം അനുയോജ്യമായ ഉന്നതപഠനാവസരങ്ങളും തൊഴിലും ഇനി എളുപ്പം കണ്ടെത്താം. ഇതിനായി 'പാസ്വേര്‍ഡ്' എന്നപേരില്‍ എല്ലാ ജില്ലകളിലും ന്യൂനപക്ഷക്ഷേമവകുപ്പ് സൗജന്യ ക്യാമ്പുകള്‍ സംഘടിപ്പിക്കും. 
രണ്ടുദിവസത്തെ റസിഡന്‍ഷ്യല്‍ ക്യാമ്പില്‍ ഉന്നതവിദ്യാഭ്യാസരംഗത്തെയും കരിയര്‍രംഗത്തെയും വിദഗ്ധര്‍ ക്ലാസുകളെടുക്കും. പങ്കെടുക്കുന്ന വിദ്യാര്‍ഥികള്‍ക്ക് താമസവും ഭക്ഷണവുമെല്ലാം സൗജന്യമായിരിക്കും. സര്‍ക്കാര്‍, എയ്ഡഡ് സ്‌കൂളിലെ വിദ്യാര്‍ഥികള്‍ക്കായാണ് ക്യാമ്പ്. ഹൈസ്‌കൂള്‍, പ്ലസ്ടു വിദ്യാര്‍ഥികള്‍ക്ക് പങ്കെടുക്കാം. കഴിഞ്ഞ പരീക്ഷയില്‍ 50 ശതമാനത്തില്‍ കൂടുതല്‍ മാര്‍ക്ക് നേടിയ വിദ്യാര്‍ഥികളെയാണ് പരിഗണിക്കുക. ഒരുക്യാമ്പില്‍ 100 വിദ്യാര്‍ഥികളെ പങ്കെടുപ്പിക്കാം. മുസ്ലിം, ക്രിസ്ത്യന്‍, പാഴ്‌സി, ജൈന്‍, സിക്ക്, ബുദ്ധമതം എന്നീ വിഭാഗങ്ങളില്‍പ്പെടുന്നവരെയാണ് തിരഞ്ഞെടുക്കുക. ഇതില്‍ 30 ശതമാനം പെണ്‍കുട്ടികള്‍ക്കായി സംവരണം ചെയ്തിട്ടുണ്ട്.

വിഴിഞ്ഞം പദ്ധതിക്കെന്നല്ല, ഒരു വികസന പദ്ധതിക്കും വിഴിഞ്ഞം പ്രദേശത്തുള്ളവര്‍ എതിരല്ല. പള്ളികളും സെമിത്തെരികളും പൊളിച്ചു നീക്കി കൊച്ചിന്‍ ഷിപ്‌യാര്‍ഡിന് സ്ഥലം വിട്ടു നല്‍കിയത് ഉള്‍പ്പെടെ വലിയ ത്യാഗങ്ങള്‍ പലരും ചെതിട്ടുണ്ട്. തിരുവനന്തപുരത്തും, ബഹിരാകാശ കേന്ദ്രത്തിന്റെ നിര്‍മ്മാണത്തിന് ഉള്‍പ്പെടെ സ്ഥലം വിട്ടു കൊടുത്ത ചരിത്രവും ഈ സമൂഹത്തിനുണ്ട്.
പക്ഷെ 7525  കോടി രൂപയുടെ വിഴിഞ്ഞം പദ്ധതി വരുമ്പോള്‍ അതിന്റെ പ്രത്യാഘാതങ്ങള്‍ അനുഭവിക്കുന്ന മത്സ്യത്തൊഴിലാളികള്‍ ഉള്‍പ്പെടെയുള്ള ആളുകളുടെ ആശങ്കകള്‍ പരിഹരിക്കണം എന്ന ആവശ്യം നിരാകരിച്ചു പദ്ധതിയുമായി മുന്നോട്ടുപോകുന്നത് യഥാര്‍ത്ഥത്തില്‍ മനുഷ്യന്റെ ആശങ്കകള്‍ കണ്ടില്ലെന്നു നടിച്ചു വിഴിഞ്ഞം പിഴിഞ്ഞെടുക്കുന്നതിനു തുല്യമാണ്. പ്രദേശ വാസികളുടെ സഹകരണമില്ലാതെ ലോകത്തില്‍ ഒരു തുറമുഖവും പച്ച പിടിച്ച ചരിത്രമില്ല എന്നതും ഇവിടെ കൂട്ടി വായിക്കണം.

എന്താണ് പദ്ധതി 
വിഴിഞ്ഞം തുറമുഖം നാല്‍പ്പതു മുതല്‍ അറുപതു വര്ഷം വരെ പ്രവര്ത്തിപ്പിക്കുന്നതിനു അദാനി ഗ്രൂപിന് വിട്ടുനല്‍കാന്‍ കേരള സര്‍ക്കാര്‍ തീരുമാനിച്ചിരിക്കുന്നു. പദ്ധതിയുടെ ഒന്നാം ഘട്ടത്തില്‍ നിലവിലുള്ള വിഴിഞ്ഞം മത്സ്യബന്ധന തുറമുഖത്തിന് ഏകദേശം 500 മീറ്റര്‍ തെക്ക് മാറി വലിയ കടപ്പുറത്ത് നിന്നും ആരംഭിച്ചു 1.2 കിലോമീറ്റര്‍ കടലിലേക്ക്‌ പോയി തെക്കോട്ട്‌ തിരിഞ്ഞു 3.2 മീറ്റര്‍ നീളമുള്ള പുലിമുട്ട് ചൊവ്വര അടിമലത്തുറ ഭാഗത്താണ് അവസാനിക്കുന്നത്.
400 മീറ്റര്‍ വീതിയുള്ള ഇതിന്റെ പ്രവേശന കവാടത്തിലൂടെ മദര്‍ ഷിപ്പുകള്‍ക്ക് പ്രവേശിക്കാന്‍ ഈ പ്രദേശം 20.4 മീറ്റര്‍  ആഴം ആക്കണമെന്ന് പരിസ്ഥിതി പഠന റിപ്പോര്‍ട്ട് സൂചിപ്പിക്കുന്നു. കൂടാതെ 66 ഹെക്ടര്‍ (165 ഏക്കര്‍) കടല്‍ നികത്തുകയും വേണം. മറ്റു തുറമുഖങ്ങളില്‍ നിന്ന് വ്യതസ്തമായി തുറസ്സായ കടലില്‍ പുലിമുട്ടുകള്‍ ഉപയോഗിച്ചുള്ള കൃത്രിമ തുറമുഖമാണ് ഇവിടെ നിര്‍മ്മിക്കുന്നത്. 

പുലി മുട്ടിന്റെ ആശങ്കകള്‍ 
തിരുവനന്തപുരത്തെ മുതലപ്പൊഴിയിലും കന്യാകുമാരിയിലെ തെങ്ങപ്പട്ടണത്തും അര കിലോമീറ്റര്‍ മാത്രം നീളമുള്ള പുലി മുട്ടിന്റെ നിര്‍മ്മനത്തെതുടര്‍ന്നു വലിയ നഷ്ടങ്ങളാണ് ഗ്രാമങ്ങളായ താഴംപള്ളിയിലും പൂന്തുറയിലും അഞ്ചുതെങ്ങിലും വലിയ കര നഷ്ടവും കടലാക്രമണവും ഉണ്ടായി. നൂറിലധികം വീടുകള്‍ തകര്‍ന്നു. കടപ്പുറം ഇല്ലാതായതിനാല്‍ ഉപജീവന മാര്‍ഗം ഇല്ലാതായി.

കരയെടുക്കല്‍ ആശങ്കകള്‍ 
വിഴിഞ്ഞം പരിസ്ഥിതി പഠന റിപ്പോര്‍ട്ട് പ്രകാരം പദ്ധതി പ്രദേശമായ മുല്ലൂര്‍ മുതല്‍ ചൊവ്വര വരെ മാത്രമേ കടല്‍ നികത്തുന്നതിലൂടെ തീരാ നഷ്ടവും മത്സ്യ ബന്ധന തൊഴില്‍ നഷ്ടവും ഉണ്ടാകുകയുള്ളൂ. എന്നാല്‍ ഈ പഠനത്തിന്റെ ആദ്യ റിപ്പോര്‍ട്ട് പ്രകാരം നിലവിലുള്ള വിഴിഞ്ഞം മത്സ്യ ബന്ധനതിനായി 400 മീറ്റര്‍ പുലിമുട്ട് നിര്‍മ്മിച്ചപ്പോള്‍ പൂന്തുറയില്‍  200 മീറ്റര്‍ കര നഷ്ടപ്പെട്ടു എന്ന് രേഖപ്പെടുത്തിയ കാര്യം പിന്നീട് ഒഴിവാക്കുകയാണ് ഉണ്ടായത്. പുലിമുട്ട് നിര്‍മ്മാണ അനുഭവങ്ങളുടെ വെളിച്ചത്തില്‍ 3.2 മീറ്റര്‍ പുലിമുട്ടുകള്‍ നിര്‍മ്മിക്കുമ്പോള്‍ കോവളം മുതല്‍ വടക്ക് വേളി വരെയും, അതിനപ്പുറത്തും തീരശോഷണം ഉണ്ടാകാന്‍ ഇടയുണ്ട്. ഇത്തരത്തില്‍ പദ്ധതിയുടെ ഭാഗമല്ലാതെ സ്വാഭാവികമായി ജനം കുടിയോഴിയെണ്ടി വരുമ്പോള്‍ അത് പ്രകൃതി ദുരന്തത്തിന്റെ പരിധിയില്‍ പോലും വരില്ല എന്നാണു ആശങ്ക.
പുലിമുട്ട് നിര്‍മ്മാണത്തിന് എത്ര പാറമടകളും മലകളും നിരത്തേണ്ടി വരും എന്ന് തുടങ്ങി പരിസ്ഥിതി സംബന്ധമായ പൊതു  പ്രശ്നങ്ങള്‍ വേറെ.

അവരെ ജീവിക്കാന്‍ അനുവദിക്കണം
വിഴിഞ്ഞം പദ്ധതി വരട്ടെ. പക്ഷെ കൊച്ചി വല്ലാര്‍പാടം കണ്ടയ്നെര്‍ ടെര്‍മിനല്‍ ഇന്ന് പെടു നഷ്ടത്തിലാണെന്ന കാര്യം ഓര്‍മ്മയിലുണ്ടാകണം. പദ്ധതി വരുമ്പോള്‍ അതിന്റെ പ്രത്യാഘാതങ്ങള്‍ മൂലം നഷ്ടങ്ങള്‍ ഉണ്ടാകുന്നവര്‍ക്ക് പുനരധിവാസം സാധ്യമാക്കുന്ന രീതിയിലുള്ള 
സംവിധാനങ്ങള്‍ ഉണ്ടാക്കണം. അല്ലാതെ ഇപ്പോള്‍ നേരിട്ട് ബാധിക്കുന്ന ഏതാനും ചീന വലകള്‍ക്കുള്ള നഷ്ടപരിഹാരവും മറ്റും മാത്രം കണക്കാക്കി പാക്കേജ് ഉണ്ടാക്കിയെന്നു പറയുന്നത് ശരിയല്ല. ഭാവിയില്‍ ഉണ്ടാകാന്‍ ഇടയുള്ളതും, അനുഭവങ്ങളും ശാസ്ത്രങ്ങളും പടിപ്പിച്ചതുമായ കാര്യങ്ങളെത്തുടര്‍ന്ന് ഉണ്ടാകുന്ന നഷ്ടങ്ങള്‍ക്കും പരിഹാരമുണ്ടാക്കണം. പ്രദേശ വാസികളെ ജീവിക്കാന്‍ അനുവദിക്കണം.

In the instant case, the appellant got married to a Christian lady and that has been held against him. It has also been opined that he could not produce any evidence to show that he has been accepted by the community for leading the life of a Hindu. As far as the marriage and leading of Hindu life are concerned, we are of the convinced opinion that, in the instant case, it really cannot be allowed to make any difference. The community which is a recognised organisation by the State Government, has granted the certificate in categorical terms in favour of the appellant. It is the community which has the final say as far as acceptance is concerned, for it accepts the person, on reconversion, and takes him within its fold. Therefore, we are inclined to hold that the appellant after reconversion had come within the fold of the community and thereby became a member of the scheduled caste. Had the community expelled him the matter would have 43 been different. The acceptance is in continuum. Ergo, the reasonings ascribed by the Scrutiny Committee which have been concurred with by the High Court are wholly unsustainable.

തീരദേശ മത്സ്യത്തൊഴിലാളികളുടെ ഭവന/ നിര്‍മ്മാണ അറ്റകുറ്റപണികള്‍ക്കുളള അപേക്ഷകളിന്മേല്‍ തീരദേശ പരിപാലന നിയമത്തില്‍ ഇളവ് അനുവദിച്ച് അനുമതി നല്‍കാന്‍ എല്ലാ തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങളോടും നിര്‍ദ്ദേശിക്കാന്‍ മന്ത്രിസഭാ യോഗം തീരുമാനിച്ചതായി ഫിഷറീസ് തുറമുഖ മന്ത്രി കെ.ബാബു അറിയിച്ചു. 2013 നവംബര്‍ 26 ലെ തദ്ദേശസ്വയംഭരണ വകുപ്പിന്റെ ഉത്തരവ് പ്രകാരം തീരപ്രദേശങ്ങളിലെ എല്ലാ വിധ നിര്‍മ്മാണ പ്രവര്‍ത്തനങ്ങള്‍ക്കും അനുമതി നല്‍കുന്നതിനു മുമ്പായി തീരദേശ പരിപാലന നിയമം കര്‍ശനമായി പാലിച്ചിരിക്കണമെന്ന് കാണിച്ച് തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങള്‍ക്ക് സര്‍ക്കാര്‍ നിര്‍ദ്ദേശം നല്‍കിയിരുന്നു. പ്രസ്തുത നിര്‍ദ്ദേശങ്ങള്‍ മത്സ്യത്തൊഴിലാളിമേഖലയില്‍ സൃഷ്ടിച്ച ബുദ്ധിമുട്ടുകള്‍ പരിഗണിച്ച് ഈ നിര്‍ദ്ദേശം സര്‍ക്കാര്‍ പിന്‍വലിച്ചിരുന്നു. എന്നാല്‍ പിന്നീടും തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങള്‍ തീരദേശ പരിപാലന നിയമം ചൂണ്ടിക്കാണിച്ച് മത്സ്യത്തൊഴിലാളികളുടെ ഭവന നിര്‍മ്മാണ അറ്റകുറ്റപ്പണിക്കുളള അനുമതി നിഷേധിക്കുകയായിരുന്നു. ഇത് തീരദേശത്ത് വ്യാപകമായ അസ്വസ്ഥതകള്‍ക്കിടയാക്കുന്നതായി സര്‍ക്കാരിന്റെ ശ്രദ്ധയില്‍പ്പെട്ടതിന്റെ വെളിച്ചത്തിലാണ് തീരുമാനമെന്ന് മന്ത്രി കെ.ബാബു അറിയിച്ചു. പി.എന്‍.എക്‌സ്.3394/15

Rate and Number of Scholarships:
	Under Graduates: Rs. 4,000/- per annum (3,000 Nos).
	Post Graduates: Rs. 5,000/- per annum (1,000 Nos).
	Professional Courses: Rs. 6,000/- per annum (1,000 Nos).
	Hostel Stipend: Rs. 12,000/- per annum (2,000 Nos).
	THOSE WHO ARE ELIGIBLE FOR HOSTEL STIPEND WILL NOT BE ELIGIBLE FOR SCHOLARSHIP.
Eligibility Conditions:
	Should belong to MUSLIM , Latin, Converted Christian community and should be a native of Kerala.
	Should be a GIRL student studying for the first year of Graduation or Higher courses in Govt./ Aided Institution.
	students who got admission to Self financing colleges from merit seat are also eligible to apply for this scholarship.
	Should have scored 50% or above in the qualifying Examination.
	Family Annual income should not exceed 4.50 Lakhs.
	Those who apply for Hostel stipend should be staying in recognized hostels.

Archbishop Bernadine Baccinelli OCD Best School Teacher Award

          Archbishop Bernadine Baccinelli OCD Best School Teacher Award   is   established  in 2015 by KRLCC (Kerala Regional Latin Catholic Council) to honour the hallowed memory of Archbishop Bernadine Baccinelli OCD, who in 1864 through his historic pastoral letter “Palliyodoppam Pallikoodam”, paved the way for a revolution in general education in Kerala by permiting all children, without discrimination on grounds of caste or creed, to avail of basic education.

Through this award, KRLCC recognizes the aided /Government school teachers irrespective of caste or religion, who have made significant contributions to society over a sustained period of around 12 years and whose efforts havemade a positive impact on the educational and social advancement of the young generation.   The Award carries a Certificate of Merit and a cash prize of Rs. One lakh (Rs.1,00,000).

Deputy Director of Education, Corporate Managers, School Managers, PTA office bearers, Teacher’s organizations, Parish council, Head of the institutions, Voluntary organizations, Registered clubs, NGOs etc. can send nomination proposals.  Self nomination will not be accepted.

General   terms   and Conditions

• Nominee should be a government/aided school teacher /HM/ Principal with minimum teaching experience of 12 years for teachers and 18 years for HM / Principal.
• Main criteria for the award are based on
• Integrity and good moral reputation of the teacher in the local community
• His/her efficiency as a teacher and desire for continuous  improvement
• His/her genuine love for students and interest in their all-round development.
• His/her contributions and achievements in bringing about social change in the community.
• Application form must be filled in properly  and each claim should be supported by    Two recent  passport – size photographs should be attached.
• Retired teachers are not eligible to apply .
• Incomplete applications will be rejected without further notice

അൽമായ കമ്മീഷൻ ചെയർമാൻ ബിഷപ്പ് അലക്സ് വടക്കുംതല അധ്യക്ഷത വഹിച്ചു. സെക്രട്ടറി ഫാ വില്യം രാജൻ പ്രതിനിധികളെ പരിചയപ്പെടുത്തി ആ മുഖ പ്രഭാഷണം നടത്തി.

	പരമാവധി വായ്പാ തുക ഇന്ത്യയില്‍ പഠിക്കുന്നതിന് - 5 ലക്ഷം രൂപ, പ്രതിവര്‍ഷം 1 ലക്ഷം രൂപ നിരക്കില്‍ ഹ്രസ്വകാല കോഴ്സ് - 1.5 ലക്ഷം രൂപ വിദേശത്ത് പഠിക്കുന്നതിന് - 20 ലക്ഷം രൂപ, പ്രതിവര്‍ഷം 5 ലക്ഷം രൂപ നിരക്കില്‍ പലിശ നിരക്ക് ആണ്‍കുട്ടികള്‍ക്ക് - 4% പെണ്‍കുട്ടികള്‍ക്ക് - 3.5% തിരിച്ചടവ്‌ കാലാവധി - 60 മാസം അപേക്ഷകന്‍റെ പ്രായം - 16 നും 32 നും മദ്ധ്യേ വാര്‍ഷിക വരുമാന പരിധി - ഗ്രാമപ്രദേശങ്ങളില്‍ 81,000/- രൂപയിലും പട്ടണപ്രദേശങ്ങളില്‍ 1,03,000/- രൂപയിലും താഴെ ആയിരിക്കണം

Laity commission leaders meet and training session at Thanki Ferone -Kochi Diocese

Kochi Diocese Vicar General Msgr Antony Tachara inaugurated the meeting. 

KRLCC Team met Anglo Indian Leaders

Anglo Indian associations in Kerala met  KRLCC team and held discussions in connection with the KRLCC General Council Sessions to be held on July 2015. 

The July session of KRLCC deals with the agenda of strengthening the Laity Organisations.
Leaders of Union of Anglo Indian Associations and All Kerala Anglo Indian Association attended the meeting held at Ernakulam.

DCMS and NKDCF met KRLCC team

The Kerala Region Latin Catholic Council sub committee convened meeting with community laity organisations in Kerala Latin Catholic Church as part of the upcoming General Assembly scheduled on July 2015 at POC, Ernakulam. Pursuant to the directives of the high level committee of KRLCC, leaders of Dalit Catholic Mahajana Sabha and North Kerala Dalit Christian Federation met KRLCC team, here at Ernakulam on 18.6.2015.
